The short answer: with the Intel Core i5-8365U (4 cores, 8 threads, DDR4), the Toughbook FZ-55 is the more modern choice and, from €799 (as of: October 2026), even the cheaper one – our recommendation for most buyers. The CF-54 remains interesting if you are looking for a Full HD touchscreen (MK1), an integrated LTE module or particularly generous RAM at a fair price. Both are refurbished semi-rugged notebooks with a 14-inch display, Windows 11 Pro and a 12-month warranty.
What both models have in common
The CF-54 and FZ-55 are 14-inch semi-rugged notebooks from Panasonic’s professional series: significantly more robust than consumer devices, with a spill-resistant keyboard and drop-tested construction, yet slimmer and lighter than the full-rugged class (CF-31, CF-33). The FZ-55 is the direct successor of the CF-54. All devices listed here are professionally reconditioned, refurbished, technically tested and come with Windows 11 Pro pre-installed, a keyboard with German key stickers and a 12-month warranty.
The most important difference: the CPU generation
The CF-54 MK1 runs an Intel Core i5-5300U (5th generation), the CF-54 MK2 an i5-6300U (6th generation, up to 3.0 GHz) – both dual-cores. With the 8th-generation i5-8365U, the FZ-55 brings four cores and eight threads, plus faster DDR4 RAM. In practice this means: when working with several programs in parallel – diagnostic software, repair database, browser – the FZ-55 has noticeably more headroom and is the clearly more future-proof platform.
A point for planners: the FZ-55’s i5-8365U is on Microsoft’s official CPU support list for Windows 11. The CPUs of the CF-54 series are not – we nevertheless ship these devices with a cleanly installed, fully working Windows 11 Pro.

We also stock further CF-54 and FZ-55 configurations (up to 32 GB RAM and a 2 TB SSD) – the complete selection is shown in the category Panasonic Toughbook.
Where the CF-54 still scores
- Full HD touchscreen: The CF-54 MK1 is the only model here with touch operation and 1920 × 1080 – practical for operation right at the vehicle.
- LTE from the factory: The MK2 variants with an integrated LTE module work on the road without Wi-Fi and without a smartphone hotspot – a real argument in field service.
- Modular design: The CF-54 construction is built for maintenance; memory can be expanded (configurations up to 32 GB RAM available).
- A lot of equipment for the money: 32 GB RAM plus a 512 GB SSD plus LTE for €1,199 – hardly any other device in this ruggedness class offers that.
Everyday use, accessories and desk connectivity
In daily use there is little between them: the keyboards are designed for intensive use and spill-resistant, the matte displays remain easy to read even in bright ambient light or inside a vehicle, and Wi-Fi plus a LAN port are on board in each case. Practical for workshops with a fixed workstation: the same docking station (Panasonic CF-VEB541AU), which we stock as an accessory, fits both the CF-54 and FZ-55 – dock one cable and the mobile device becomes a desk computer with monitor and keyboard. Anyone who later switches from the CF-54 to the FZ-55 simply keeps the docking infrastructure.
Value for money and recommendation
Purely by the numbers, the FZ-55 is the winner: the most modern CPU in this comparison, DDR4, official Windows 11 support – and at €799 or €849 still the cheapest entry point. If you are simply looking for “the best 14-inch Toughbook for the money”, take the FZ-55 with 16 GB RAM for €849. You choose the CF-54 deliberately: for the touchscreen (MK1), for LTE or for the large RAM configuration at a comparatively small price.
Panasonic Toughbook FZ-55 – 8 GB / 256 GB, 799 € (as of: October 2026)
Panasonic Toughbook CF-54 MK1 – Full HD touchscreen, 999 € (as of: October 2026)
Panasonic Toughbook CF-54 MK2 – 32 GB RAM and LTE, 1.199 € (as of: October 2026)
Who neither is the right choice for
If you regularly expose your notebook to rain, dust or drops from working height, you need the full-rugged class (e.g. a CF-33 or a rugged tablet with IP65) instead of a semi-rugged device. And if you only work in the office, with both you pay for ruggedness you never use – a normal business notebook is enough then.
Frequently asked questions
Is the FZ-55 the successor of the CF-54?
Yes. The FZ-55 replaces the CF-54 as the 14-inch semi-rugged and continues its concept on a more modern platform (8th CPU generation, DDR4).
Do the devices have a touchscreen?
In our range, the CF-54 MK1 has a Full HD touchscreen. The listed CF-54 MK2 and FZ-55 configurations have matte displays without touch.
Does Windows 11 run reliably on the CF-54?
The devices are delivered with Windows 11 Pro fully installed and tested. However, the CPU is not officially listed by Microsoft – if that matters to you, choose the FZ-55.
What warranty do the refurbished devices come with?
12 months. The battery counts as a wear part and is excluded from this.
Are there matching docking stations?
Yes, the same docking station (Panasonic CF-VEB541AU) fits both the CF-54 and FZ-55, and we stock it as an accessory.
